The Office of Rural Community Affairs has worked to strengthen rural communities by assisting them with community development, economic development and healthcare grants. ORCA serves as the central source for rural programs, services and activities so that governmental resources are delivered efficiently to the state’s rural residents. The Texas Community Development Block Grant program funded through the Office of Rural Community Affairs of the State of Texas provides for much of the infrastructure that is built to support and sustain the continued growth of the region’s economy and the health and safety of its people. To assure the best possible participation of our member governments in the community development programs at the state and federal level, the Middle Rio Grande Development Council staff offers technical assistance in the preparation of grant applications, contract administration and implementation of community development projects.
